MEMORANDUM <br />0 <br />COMMUNITY DEVELOPMENT DEPARTMENT " a <br />cquFoaNP <br />Item No. 3 <br />April 13, 2016 <br />7:00 p.m. <br />Study Session <br />To: Planning Commission <br />From: Karen Haluza, Community Development Director <br />Subject: Discussion of a revised regulatory approach for the Downtown Core and <br />Corridors Specific Plan (DCCSP) <br />BACKGROUND <br />In 2012, the City of Fullerton adopted The Fullerton Plan, a comprehensive update to the City's <br />General Plan. The Fullerton Plan is the City's fundamental governance document that guides decision- <br />making, actions, programs, and the crafting of more specific policies. Included in The Fullerton Plan <br />are twelve Focus Areas. Focus Areas are locations outside of existing single-family neighborhoods <br />where it was anticipated that some level of change and reinvestment was likely. Working with the <br />General Plan Advisory Committee, overarching planning objectives were identified for these Focus <br />Areas. In order to implement the planning objectives for the Focus Areas, The Fullerton Plan identified <br />the following short-term action plan item: <br />1.4 — Focus Area Implementation <br />Develop and implement community-based master plans, specific plans, form -based codes, or other <br />plans and programs to achieve the objectives for each Focus Area. <br />In 2013, work began to create new zoning regulations to implement the land use policies envisioned <br />within all or part of seven of the Focus Areas. At that time, the use of a Specific Plan was proposed <br />and called the Downtown Core and Corridors Specific Plan (DCCSP). <br />The DCCSP contained the following objectives: <br />1. Implement the policies and vision of The Fullerton Plan <br />2. Strengthen, beautify and improve Fullerton's corridors and gateways. <br />3. Promote infill and compact development. <br />4. Establish resource conservation, sustainability, and "green" development guidelines and <br />techniques. <br />5. Set the stage for market-driven revitalization and increased economic vitality. <br />6. Provide for additional housing opportunities. <br />7. Create an efficient mobility network that includes a range of travel modes (transit bicycle, <br />pedestrian, auto.) <br />
