At that time, the item was tabled and <br /> the City Council sought more details on the lease terms, as well as additional input from <br /> the Fullerton Library Board of Trustees. This agenda item addresses the Hunt Branch <br /> short-term lease portion of the prior item, with terms and conditions. <br /> RECOMMENDATION <br /> Approve terms and conditions for GMI to temporarily lease the Hunt Branch Library at <br /> 201 South Basque Avenue in a form approved by the City Attorney, and authorize the <br /> City Manager to execute the agreement and take all actions reasonably necessary for <br /> implementation. <br /> FISCAL IMPACT <br /> There are no costs directly associated with a lease agreement with GMI. If approved, <br /> the City will receive monthly lease payments from GMI as described in the terms and <br /> conditions, amounting to $1,500 per month. The total revenue for an 18-month lease is <br /> $27,000. There are additional minimal savings for the 18-month period as GMI will pay <br /> utility and some exterior/landscape maintenance costs that the City would normally pay. <br /> DISCUSSION <br /> In 2012, the City Council formed the "Library Ad Hoc Committee" which met to review <br /> several aspects of delivering library services to Fullerton, including options related to <br /> the operation of the Hunt Branch Library. As part of the Ad Hoc Committee review, the <br /> Committee directed City Manager Felz to meet with the neighboring property <br /> owner/church to explore the potential lease of the property on a short-term basis. Staff <br /> met with representatives from GMI who confirmed that they have a need for office <br /> space during the upcoming major renovation project of their office building located <br /> adjacent to the Hunt Library site (west). <br /> On April 25, 2013 the Fullerton Public Library (FPL) Board of Trustees approved the <br /> recommendations of the Ad Hoc Committee. This included recommendations <br /> regarding the Main Library, Bastanchury property, and the Bookmobile; and support for <br /> the GMI lease of the Hunt Branch Library on a temporary basis. <br /> On June 4, 2013, the City Council reviewed and approved the Library Ad Hoc <br /> Committee and FPL Board of Trustees recommendations regarding the Main Library, <br /> Bastanchury property, and the Bookmobile; and to support Grace Ministries lease of the <br /> Hunt Branch Library on a temporary basis. Council further directed staff to negotiate <br /> with GMI to temporarily lease the Hunt Branch Library located at 201 South Basque <br /> Avenue. <br /> On August 20, 2013, the City Council was presented with an agenda item to consider a <br /> short-term lease agreement with GMI as well as to consider a redesign process for <br /> Hunt Branch Library and surrounding facilities.
