No. 1 <br /> FUS 6-21-16 <br /> ,« CITY COUNCIL AGENDA <br /> c'1,,Fofte- <br /> MEETING DATE: JUNE 21, 2016 1200 <br /> TO: CITY COUNCIL / CITY MANAGER <br /> FROM: COMMUNITY DEVELOPMENT DEPARTMENT <br /> SUBJECT: FOX BLOCK DEVELOPMENT PROJECT - EXCLUSIVE <br /> NEGOTIATING AGREEMENT WITH PELICAN COMMUNITIES, <br /> INC. <br /> Approved for Agenda: <br /> APPROVED <br /> Oriirer's Office <br /> • <br /> SUMMARY <br /> An overview of the process to-date regarding the Fox Block Development Project and a <br /> recommendation to enter into an Exclusive Negotiating Agreement with Pelican <br /> Communities, Inc. for an initial due diligence period of twelve months. <br /> RECOMMENDATION <br /> Staff recommends that the City Council authorize the City Manager to enter the City into <br /> an Exclusive Negotiating Agreement with Pelican Communities, Inc. for the Fox Block <br /> Development Project properties. <br /> FISCAL IMPACT <br /> There is no fiscal impact as a result of this action. <br /> DISCUSSION <br /> At its Closed Session meeting on March 17, 2015, the City Council directed staff to <br /> prepare a Request for Qualifications (RFQ) for the development of public parking within <br /> a wrapped mixed use development on publicly owned parcels adjacent to the Fox <br /> Theatre. The RFQ was released on September 30, 2015 via a range of outreach <br /> methods to the development community. Four responses were received for the project <br /> which were vetted by City Staff. In March, 2016, formal developer interviews were <br /> conducted by Community Development, Fox Theatre Foundation and Angelo's and <br /> Vinci's Ristorante with the top two firms, Pelican Communities, Inc. and Urban <br /> Developers, Inc. <br /> SCANNED <br />
